In the last plenary session of 2015, which took place on 17 December, the Economic and Social Council (ESC) adopted two related resolutions concerning young people. The acts were developed on the Council's own initiative and are entitled "Integrated policies for young people in Bulgaria" and "The realization of young people on the labour market."

We do not want to leave Bulgaria, but we want to live in a country where there is order, where laws are implemented where the best professionals are appointed because they are good, where there are enough good-quality jobs. We want our children to grow and learn in a better environment than us. We know that in our country we cannot get very high salaries, especially early in our careers, but money is not everything. This is what the graduates of the National Trade and Banking High School said when the Economic and Social Council (ESC) held a meeting with them to discuss together what could keep them in Bulgaria for their studies and working lives.

Before liberalization of the energy market it is necessary to define the term "energy poverty", to analyze the phenomenon and the scope of energy poverty in Bulgaria and to create a national strategy to protect the most vulnerable consumers of energy poverty. It is also needed an extensive information campaign to explain the people how to choose the most beneficial offer when purchasing energy. These are some of the recommendations by the Economic and Social Council (ESC) in its opinion "Measures to address energy poverty in Bulgaria", adopted on 11th December 2015.

Economic and Social Council will present at a press conference on 13 December at 11:00 in BTA recent opinion "Measures to tackle energy poverty in Bulgaria". The conference will be attended by Prof. Dr. Lalko Dulevski - Chairman of the ESC; Mr. Plamen Dimitrov - President of the Confederation of the Independent Trade Unions in Bulgaria (CITUB), a member of the ESC from group II - trade unions; Mr. Lyuben Tomov, Dr. Sc. - Co-rapporteur on the subject, a member of the ESC from group II - trade unions, Director of the Institute for Social and Trade Union Research in CITUB; Mr. Bogomil Nikolov, Dr. Sc. - Co-rapporteur, a member of the ESC from group III - Various Interests, executive director of Bulgarian National Association "Active Users" and Mr. Ivelin Zheliazkov - a member of the ESC Group I - employers' organizations, the Association of Industrial Capital.

Graduating students from one of the elite schools in Sofia combined opinions around some proposals to improve the curriculum by allowing students in their final years at school to choose what disciplines will be useful to them for applying to universities after graduation and not all have the same curricula. They also expressed a desire that the learning process should be improved by allowing them to work on projects, so they could express their individual qualities. They invited the Bulgarian universities to promote themselves, because there are many university programmes that provide good-quality education, but against the aggressive advertising campaigns of foreign universities they go unnoticed and unappreciated. Students state the following reasons for desiring to study abroad: there they have the opportunity to choose contemporary and modern disciplines which are not offered in Bulgaria; the diploma by a European or other foreign university allows for faster and better realization. And to the question what would bring them back to live in Bulgaria, they answered: more respect for the individual and the profession more respect for the rules and the law, more work for improving the situation of the Bulgarian people.

Dupnitsa can offer a very clear perspective for the realization of young people in the field of archaeological, religious and ski tourism - a consensus on this was reached among secondary-school graduates from the town of Dupnitsa with President of the Municipal Council Ivaylo Konstantinov during the discussion on opportunities for the young in their native city. The meeting was jointly organized by the Economic and Social Council (ESC) and the Municipality of Dupnitsa and is part of a subsequent ESC campaign in the country. The reason for it is the analysis of ESC "Migration attitudes of secondary school graduates in Bulgaria," which amounted to some disturbing conclusions about the preferences of young people from small towns to go to bigger cities, and from there - abroad. The campaign aims to meet local authorities with young people and in direct dialogue to seek solutions together for the realization of young people in their place of origin. The meeting in Dupnitsa was the third one following those in Samokov and Kazanlak. Professor Lalko Dulevski, PhD - President of the ESC, in his presentation stressed that only through direct communication with the local government, which should be open and available to inform young people about the prospects in their native settlement, is it possible to change young people's attitudes to migration.

We want institutions to come to us, to our schools and talk about our future realization in Kazanlak, but come as friends, not as "institutions". These words belong to a young man who graduated from high school this year in the town of roses during the discussion on the implementation of young people in their place of origin. The meeting with more than 100 students from all secondary schools in the town together with their teachers and principals was organized by the Economic and Social Council of Bulgaria (ESC) and the municipality of Kazanlak. It was attended by Prof. Lalko Dulevski, PhD - Chairman of the ESC, Deputy Mayor of Kazanlak Lilia Tsonkova, the President of the Bulgarian Union of Teachers and ESC member Yanka Takeva, ESC Vice-President Prof. Neno Pavlov, Director of Directorate "Labour" Iliana Zhekova, Engineer Vladimir Chuchumishev, head of technical development at the "Arsenal" AD and coordinator of the Regional Academic Centre at the Bulgarian Academy of Sciences in Kazanlak, Rumyana Toneva from the Ministry of Education, representatives of the Centre for Vocational Guidance and other public figures.

“THE CIVIL PARLIAMENT” OF BULGARIA

is the “bridge” between citizens and the national government. Its mission is to support such “bridging” so as to facilitate the communication between the society and the national government. It is the new and modern institution of the civil dialogue.

The ESC's mission is to promote civil society organisations access to and involvement in the process of decision-making on strategic economic and social issues.

The main goal of ESC's operation is to enable different representatives of organised civil society to feel free to state their views whereas unanimity on matters of common interest is encouraged. The Council expresses and protects civil society interests by communicating agreed statements and proposals submitted by its members to the executive and legislative authorities.
