On 18 July 2014, the Plenary Session of the Economic and Social Council (ESC) adopted its own-initiative resolution on the “Recommendation for Council Recommendation on the Bulgaria’s 2014 National Reform Programme and delivering a Council opinion on Bulgaria’s 2014 convergence programme”. The document is part of the ESC activity regarding the European semester – the tool, which coordinate the fiscal and economic policies within the Europe 2020 Strategy.

The document highlights the ESC satisfaction with the European Commission findings that Bulgaria has reinforced its fiscal framework over 2013, the public finances of the country are stable, actions have been taken on the establishment of a Fiscal Council under the Public Finance Law and progress has been made in absorbing the operational programmes funds and the other investment funds over the last year.

The European Commission correctly identified the problem areas of our country where further efforts are needed for continuation and acceleration of the reforms, but at the same time the ESC notes that the main Commission recommendations are similar to those from the previous two years.

On July 24, 2014 the Federation of Trade Unions – Health services in the Confederation of Independent Trade Unions in Bulgaria (CITUB) held a conference on "The measures needed to improve the efficiency of the healthcare system", which aimed in a discussion with a wide range of experts to highlight existing problems and to identify the necessary measures in the field of health.

The event was opened by the President of the CITUB Plamen Dimitrov and the Vice President of CITUB and Chairman of the Federation of Trade Unions – Health services Dr. Ivan Kokalov. The conference was attended by Dr. Boyko Penkov - Deputy Minister of Health, Dr. Rumyana Todorova - Manager of the National Health Insurance Fund (NHIF), representatives of the World Health Organization of the United Nations, the Bulgarian Medical Association and the Bulgarian Dental Association, representatives the social partners, patient organizations, hospitals etc. Among the official guests of the forum was the President of the Economic and Social Council (ESC) Prof. Lalko Dulevski.

Addressing the participants, Mr. Plamen Dimitrov pointed out that the shortage of resources in the health system and is caused by the evasion of health insurance contributions. He explained that one way to provide more funds and the CITUB insisted it long time ago, is exactly the criminalization of such acts.

On 7th July 2014 in Veliko Turnovo was held a regional roundtable on "The Social Economy and Social Entrepreneurship in Bulgaria - Opportunities and Challenges Facing the Young People". The Economic and Social Council /ESC/ organized the meeting with the partnership of the Ministry of Labour and Social Policy /MLSP/ and Veliko Turnovo Municipality. The forum brought together more than 60 people - local authorities, regional structures of the Ministry of Education, the Ministry of Economy and Energy /MEE/, the MLSP, representatives of the trade unions and employers' organizations, of the social enterprises in the region, students, teachers, experts.

The social economy is extremely popular in Europe and it is supported by the European Union Funds for the programming period 2014-2020. "With the upcoming discussion, we aim to raise the awareness of the local government and business on the opportunities and conditions for the development of social entrepreneurship, to promote the best practices of social enterprises in the region and to identify the opportunities for young people" said the ESC President Professor Lalko Dulevski at the opening of the event. He stressed that through a series of documents the ESC focused the public attention on the benefits, problems and challenges for the development of the social economy and social entrepreneurship in Bulgaria.

Икономическият и социален съвет на България (ИСС) в партньорство с Министерството на труда и социалната политика (МТСП) и Община Велико Търново организира регионална кръгла маса на тема: “Социалната икономика и социалното предприемачество в България – възможности и предизвикателства пред младите хора”, която ще се проведе на 7-ми юли 2014 г. /понеделник/ от 9.30 ч. в зала „Нова зала” в Община Велико Търново.

ИСС фокусира общественото внимание върху ползите, проблемите и предизвикателствата пред развитието на социалната икономика и социалното предприемачество в България, като прие редица актове по темата. Социалните предприятия са феномен, който набира скорост в България и се подкрепя чрез фондовете на Европейския съюз през програмния период 2014-2020 г.

MISSION

“THE CIVIL PARLIAMENT” OF BULGARIA

is the “bridge” between citizens and the national government. Its mission is to support such “bridging” so as to facilitate the communication between the society and the national government. It is the new and modern institution of the civil dialogue.

The ESC's mission is to promote civil society organisations access to and involvement in the process of decision-making on strategic economic and social issues.

The main goal of ESC's operation is to enable different representatives of organised civil society to feel free to state their views whereas unanimity on matters of common interest is encouraged. The Council expresses and protects civil society interests by communicating agreed statements and proposals submitted by its members to the executive and legislative authorities.
