На 27 март Пленарната сесия на ИСС прие резолюция по “Съобщение на Комисията – Годишен обзор на растежа за 2014 г.” като продължение на дейността си в контекста на Стратегия „Европа 2020” и Европейския семестър.

Съветът споделя основното послание на Комисията, че най-голямото предизвикателство пред икономиката на Европейския съюз (ЕС) е „как да бъде продължено възстановяването, което се отчита към момента, как през 2014 г. да се постигне устойчив, интелигентен и приобщаващ растеж и конкурентоспособност, водещ до създаването на нови работни места”.

В резолюцията си ИСС с удовлетворение констатира, че Европейската комисия (ЕК) обръща по-голямо внимание на изпълнението на специфичните препоръки от държавите членки, в отделен работен документ, придружаващ на Годишния обзор на растежа (ГОР) за 2014 г. С този предварителен технически анализ ЕК отчита напредъка по ключовите реформи, предприети през последните три години, след стартирането на процеса на Европейския семестър. Съветът е удовлетворен от действията на Комисията, защото в своята резолюция по ГОР за 2013 г. изрази препоръка в тази посока.

On 27th March 2014, the Plenary Session of the ESC adopted an opinion on the “Draft Act for the Amendment and Supplementation of the Vocational Education and Training Act”, which is a continuation of the ESC work on the issues of the Bulgarian education.

Following the consultations with representatives of the legislative and executive power within the extended meeting of two ESC commissions - Commission on Labour, Incomes, Living Standard and Industrial Relations and the Commission on Social Policy, the rapporteurs complied with the additions and recommendations.

Through its opinion, the ESC supports the main theses and proposals in the two bills, submitted to the National Assembly by the Members of Parliament Milena Damyanova and Valentina Bogdanova. The ESC believes that the proposed changes in the Vocational Education and Training Act take steps in the right direction for solving the urgent problems of the vocational education and training and the labour market.

On 24th March, the Minister of Education and Science Aneliya Klisarova and Vice-President of the Bulgarian Academy of Sciences - Corr.mem. Prof. Nikolay Miloshev opened the International Conference “Education and Business. Do theory and practice speak one language”. The purpose of the event was to highlight the education problems in Bulgaria and to seek opportunities for their solution by bringing together representatives from education, business and the media. Among the official guests of the forum were the ESC Vice-President Vasil Velev, Chairman of the Bulgarian Industrial Capital Association.

Minister Klisarova stressed that the business will participate in education and science in three levels - secondary education, higher education and scientific research. She highlighted the very large role of business in the dual system through its role in the development of curricula, training mentors and school teachers.

The Economic and Social Council (ESC) participated in the Third European Forum of Social Entrepreneurship, held from 20 to 23 March 2014 at the International Fair Plovdiv. The event was jointly organised by the National Union of Worker Producers’ Cooperatives, Ministry of Labour and Social Policy, European Commission, European Confederation of Workers’ Cooperatives, Social Cooperatives and Social and Participative Enterprises (CECOP) ​​and the Agency for Persons with Disabilities (APD).

On 20th March, the Minister of Labour and Social Policy Dr. Hasan Ademov and the Executive Director of APD Mincho Koralski officially opened the forum. “This is a celebration of the social entrepreneurship not only in Bulgaria but in Europe also, and will expand the territory of the social economy. The Bulgarian government has investment priorities, oriented to development of the social economy”, said Minister Ademov in his speech at the opening of the forum.

On 14.03.2014 a jointly extended meeting of two committees of the The Economics and Social Council was held. The Commission for Labour, Incomes, Living Standard and Industrial Relations and the Commission for Social Policy reviewed a draft opinion on "Necessary changes in the system of vocational education and training (VET Act)".

Attending the meeting were Member of the Parliament Mrs. Valentina Bogdanova – also a member of the Education and Science Committee at the National Assembly and importer of bill amending the Law on VET, experts from the Parliamentary Committee on Labor and Social Affairs, the President of the National Agency for Vocational Education and Training - Ms. Emiliana Dimitrova and Ms. Rumyana Kostadinova – expert from the Directorate "Educational Programs and Educational Content" at the Ministry of Education and Science.

As a rapporteur Mr. Dimitar Brankov, presented the draft opinion. This act of the ESC is a continuation of the Council's work on the problems of education and employment of young people in Bulgaria. It is focusing on the pressing issues related to the needs of the labor market. A number of measures for the implementation of training through work (dual training) are proposed. They should be coordinated with stakeholders and competent government authorities.

The ESC's mission is to promote civil society organisations access to and involvement in the process of decision-making on strategic economic and social issues.

The main goal of ESC's operation is to enable different representatives of organised civil society to feel free to state their views whereas unanimity on matters of common interest is encouraged. The Council expresses and protects civil society interests by communicating agreed statements and proposals submitted by its members to the executive and legislative authorities.
