In the beginning of 2013 the Economic and social council (ESC) adopted a resolution on the Communication from the European Commission (EC) - “Annual Growth Survey 2013”, emphasising the similarity between the Annual Growth Survey (AGS) 2013 and  AGS 2012. In the resolution it is noted not only the lack of sufficient progress but also the fixed delay in achieving the main objectives of the "Europe 2020" strategy, including in our country.

Improved business environment and better regulation by reducing administrative burdens for business are necessary in order to develop a modern and competitive economy in Bulgaria. Driven by this belief on July 18, 2013 the Economic and Social Council (ESC) adopted an own-initiative resolution on "Improving the business environment in Bulgaria through better regulation".

On a press conference held on July 19, 2013 the Economic and Social Council presented its own- initiative opinion “Priorities and policies for the absorption of European union funds in Bulgaria for the period 2014-2020”. It was attended by Prof. Lalko Dulevski, President of the ESC, rapporteurs - Dr. Milena Angelova, ESC member and Secretary General of the Association of Industrial Capital in Bulgaria and Mr. Plamen Dimitrov, ESC member and president of the Confederation of Independent Trade Unions in Bulgaria, as well as experts who have worked with them.

The Partnership Agreement (2014-2020) and the programs attached to it are the main strategic documents that set the priorities and objectives for the country in the new programming period. Depending on their quality and precision is how successfully Bulgaria will invest almost 15 billion expected for the period 2014-2020 and how this will impact on the socio - economic environment, the creation of growth and jobs.

On July 19, 2013 (Friday) at 10:00h the Economic and social council is organising a press conference which will take place in the Council's meeting room. Bulgaria is now facing the task to prepare its Partnership agreement (2014 - 2020) which sets the priorities and goals for our country for the new programming period and to complete the work on the draft projects for the 2014-2020 operational programs.

On July 8, 2013 the Economic and Social Council held a public consultation on the draft statement “Priorities and policies for the absorption of EU funds in Bulgaria 2014 - 2020” with rapporteurs Dr. Milena Angelova - member of the ESC, Secretary General of the Association of industrial Capital in Bulgaria and Mr. Plamen Dimitrov - ESC member, president of the Confederation of independent Trade Unions in Bulgaria.

MISSION

“THE CIVIL PARLIAMENT” OF BULGARIA

is the “bridge” between citizens and the national government. Its mission is to support such “bridging” so as to facilitate the communication between the society and the national government. It is the new and modern institution of the civil dialogue.

The ESC's mission is to promote civil society organisations access to and involvement in the process of decision-making on strategic economic and social issues.

The main goal of ESC's operation is to enable different representatives of organised civil society to feel free to state their views whereas unanimity on matters of common interest is encouraged. The Council expresses and protects civil society interests by communicating agreed statements and proposals submitted by its members to the executive and legislative authorities.
