На 27 юни ИСС прие анализ, разработен по собствена инициатива, на тема “Социалното  предприятие и социалното предприемачество”. Това е пореден акт на ИСС, посветен на развитието на социалната икономика в България, на нейната съществена роля за социалното сближаване и създаването на растеж и работни места.

В анализа се отбелязва, че в Европа съществуват 2 млн. социални предприятия, ангажиращи над 14 млн. души. Те са устойчиви и ефективни в условията на криза, като социалните ползи от дейността им се измерват главно с интеграцията и реинтеграцията на хората в неравностойно положение и със спестяването на значителни публични средства, отделяни за социални помощи и обезщетения.

Социалното предприемачество и социалните предприятия в България представляват все още неоползотворен бизнес модел. Те трябва да бъдат стимулирани не само в рамките на т. нар. трети сектор чрез гражданските сдружения, фондации и др., но и да бъдат създавани в рамките на частния бизнес и инициативи, като за тях се предвидят допълнителни облекчения и различни финансови и нефинансови стимули.

On the 3 and 4 of June the Economic and social council of Bulgaria hosted the second and final TRESMED 4 Project Seminar with a thematic line - "Regional cooperation and good practices in the region". Members of the Economic and Social Councils of Bulgaria, Greece, France, Spain and the European Economic and Social Committee took part in the event, as well as representatives of organizations defending economic and social interests, human rights, women etc. from Israel, Morocco, Tunisia, Libya and Egypt. Also present were representatives of the ILO DWT Cairo Office for North Africa, the ILO Country office for Egypt, Eritrea and Sudan, the European Training Foundation in Turin, the Anna Lindh Foundation and of the EuroMed Civil Encounter (ECEM). The seminar was devoted to the policies related to women and young people - a key factor for economic prosperity and social integrity of the countries of the southern Mediterranean region. The seminar was opened by Dr. Konstantin Trenchev, Vice - President of the ESC of Bulgaria and member of the ESC’s group II - trade unions at national level, and Soledad Córdova, Secretary-General of the ESC of Spain. For two days, the participants exchanged ideas and best practices that help to strengthen the Mediterranean partnership within the European Neighbourhood Policy. In a conclusive speech at the closing of the seminar Prof. Lalko Dulevski, President of the ESC of Bulgaria emphasized the willingness of the Bulgarian Council to be a platform for young people in the country to raise awareness, influence and role in decision-making process and in strengthening and supporting social dialogue.

is the “bridge” between citizens and the national government. Its mission is to support such “bridging” so as to facilitate the communication between the society and the national government. It is the new and modern institution of the civil dialogue.

The ESC's mission is to promote civil society organisations access to and involvement in the process of decision-making on strategic economic and social issues.

The main goal of ESC's operation is to enable different representatives of organised civil society to feel free to state their views whereas unanimity on matters of common interest is encouraged. The Council expresses and protects civil society interests by communicating agreed statements and proposals submitted by its members to the executive and legislative authorities.
