Today, December 20, 2013 in the ESC a consultative meeting took place for preliminary coordination on draft legislation relating to the implementation of programs financed by the EU structural and investment funds during the period 2014-2020.

The meeting was attended by members of the ESC and by representatives of the "Programming of EU funds" Directorate from the Council of Ministers’s administration responsible for the preparation of these regulations. Mrs. Dobrinka Kristeva, Director of the "Programming of EU funds" said that in the preparation of these regulations the main proposals and recommendations from the ESC’s own initiative opinion adopted in July this year - "Priorities and policies for the absorption of EU funds in Bulgaria in the period 2014 - 2020" are considered.

During the discussion all participants in the consultation were able to express their position on the draft regulations. Representatives of the social partners took concrete proposals to improve individual regulations. They expressed their satisfaction with the consultation and emphasized the importance of the proposed regulations, from the quality and accuracy of which will depend how successfully the potential beneficiaries of the EU funds will be able to benefit and invest nearly 15 billion euro expected for the period 2014-2020 for creation of growth and jobs.

On December 3, 2013 the President of European Economic and Social Committee (EESC) Henri Malosse and the President of the Economic and Social Council (ESC) Prof. Lalko Dulevski met with students from the University of National and World Economy (UNWE). The topic of discussion was “Europe and the youth”. The meeting was held during the visit of the President of the EESC in Bulgaria on the occasion of the tenth anniversary of the Economic and social council and the organised European public debate: “Stronger Europe for citizens”.

The rector of the UNWE Prof. Stati Statev presented Mr. Malosse as a very good friend of the university and noted that on April 7, 2004 Mr. Malosse personally wrote in the Golden book of the UNWE words that still sound up to date. Prof. Statev reminded the students that the Economic and Social Council of Bulgaria which celebrates its tenth anniversary was established in UNWE.

The President Malosse answered a number of questions concerning entrepreneurship, energy and youth employment. The students asked about the specific commitments of the EESC by 2020, which would be in favour of the youth. The EESC stance is for more money and better development of education. There are European programmes that are not only for students, but also for young people without higher education, said Malosse.

In conclusion Henri Malosse called on the students to actively vote in the upcoming elections for the European Parliament, because in this way the integration in the EU will continue its development.

On 2nd December 2013, the Economic and Social Council (ESC) of Bulgaria celebrated ten years since its establishment in the presence of over 150 guests - persons who supported the establishment and activity of the ESC and who contributed to its successful development over the years. After the first solemn part the participants took part in an European civil debate: “Stronger Europe for citizens”.

“Ten years ago I had a dream and it was to create a genuine Economic and Social Council which to unify all social and political forces in the name of Bulgaria and this dream came true in short term, only for 10 years”, with these words Prof. Lalko Dulevski, who is in his third term as a ESC President, opened the anniversary celebration.

The event brought together the President of the Republic of Bulgaria Rosen Plevneliev and the President of the European Economic and Social Committee (EESC) Henri Malosse. In the celebration part welcoming speeches were made by the Vice-President of the 42nd National Assembly Aliosman Imamov, the Deputy Prime Minister Daniela Bobeva, the Vice-Presidents of the ESC - Dr. Konstantin Trenchev and Vasil Velev.

At the ceremony official guests were the President of Various Interests Group of the EESC Luca Jahier, the Chairperson of the Labour and Social Policy Committee Korneliya Ninova to the 42nd National Assembly, the President Georgi Parvanov (2002-2012), former Presidents of the National Assembly, former Ministers of Labour and Social Policy. The event was also attended by current and former ESC members, Members of Parliament, representatives of the government, of the state and public institutions, NGOs, academics, experts, students and the media.

is the “bridge” between citizens and the national government. Its mission is to support such “bridging” so as to facilitate the communication between the society and the national government. It is the new and modern institution of the civil dialogue.

The ESC's mission is to promote civil society organisations access to and involvement in the process of decision-making on strategic economic and social issues.

The main goal of ESC's operation is to enable different representatives of organised civil society to feel free to state their views whereas unanimity on matters of common interest is encouraged. The Council expresses and protects civil society interests by communicating agreed statements and proposals submitted by its members to the executive and legislative authorities.
