The Economic and Social Council (ESC) of the Republic of Bulgaria in cooperation with the Ministry of Agriculture and Food of the Republic of Bulgaria and the Agriculture and Forests Committee of the 41st National Assembly organised on 26th July 2011 a public discussion “Common Agricultural Policy of the European Union beyond 2013”. It was attended by more than 70 people – representatives of the Bulgarian government and parliament, ESC members, Bulgarian members of the European Economic and Social Committee (EESC), social partners, NGOs, Representation of the European Commission in Bulgaria and embassies in Bulgaria.

At the invitation of the International Association of Economic and Social Councils and Similar Institutions (AICESIS), the President of the Economic and Social Council (ESC) of Bulgaria, Prof. Lalko Dulevski participated in the XII International Conference and General Assembly of the Association on 21-23 July 2011, in Rome. The conference coincided with the Celebration of 150th Anniversary of the Unification of Italy which was also the occasion for the participation of the Italian Republic President, Mr. Giorgio Napolitano.

The purpose of the discussion was to broaden the public debate on key issues in the recommendations of the European Commission based on the National Reform Programme of the Republic of Bulgaria as from 2011 and the updated Convergence Programme of Bulgaria for the period 2011 – 2014.

The public discussion was opened by Mrs. Zinaida Zlatanova, Head of the Representation, who presented the recommendations of the European Commission to the Member States and particularly – these to Bulgaria. Mrs. Albena Stoyneva, expert in Economic and Financial Policy Directorate in the Ministry of Finance, presented the future actions related to the recommendations of the European Commission for Bulgaria. The challenges facing Bulgaria in connection with the EC recommendations were presented by Mr. Petar Chobanov, economist in the Institute for New Economic Progress.

Prof. Lalko Dulevski, President of the Economic and Social Council (ESC) of the Republic of Bulgaria, presented the position of the Council on the National Reform Programme of the Republic of Bulgaria, as well as on the approach taken by the European Commission in implementation of the Europe 2020 Strategy.

On 11th and 12th July 2011 the Economic and Social Council /ESC/ of the Republic of Bulgaria was visited by a Palestinian delegation headed by Dr. Ahmed Majdalani, Minister of Labour of the State of Palestine.  Representatives of the Palestinian trade unions, Chamber of commerce and business and the Palestinian National Authority were also included in the delegation.

MISSION

“THE CIVIL PARLIAMENT” OF BULGARIA

is the “bridge” between citizens and the national government. Its mission is to support such “bridging” so as to facilitate the communication between the society and the national government. It is the new and modern institution of the civil dialogue.

The ESC's mission is to promote civil society organisations access to and involvement in the process of decision-making on strategic economic and social issues.

The main goal of ESC's operation is to enable different representatives of organised civil society to feel free to state their views whereas unanimity on matters of common interest is encouraged. The Council expresses and protects civil society interests by communicating agreed statements and proposals submitted by its members to the executive and legislative authorities.
