The Economic and Social Council (ESC) presented the position of organised civil society in Bulgaria on the subject of the future Common Agricultural Policy (CAP) of the European Union after 2013 which was formulated in ESC's Resolution adopted on 28 June 2011. In this document ESC expressed its overall support for the proposals of the European Commission (EC) to reform the CAP in the context of the Europe 2020 Strategy and the current challenges faced by the policy which affect not only farmers but all citizens of the European Union (EU).

The main argument of the ESC is that a sustainable, productive and competitive agricultural sector will be a valuable contribution to the implementation of the Europe 2020 Strategy given the potential for growth and employment in rural areas and providing conditions for fair competition.

The President of the Economic and Social Council /ESC/ Prof. Lalko Dulevski took part in a discussion on “Vision, objectives and priorities: Bulgaria 2020”, which was held on 23th June at the Council of Ministers. The forum was organised by the Bulgarian government within the preparation process of the National Development Programme: “Bulgaria 2020” in compliance with the Concept for Development Programming of the Republic of Bulgaria. The meeting was opened by Mr. Tomislav Donchev, Minister of EU Funds Management.

В четвъртък, 30 юни 2011 г., от 10.30 ч. в заседателната зала на Икономическия и социален съвет ще се състои пресконференция, на която ще бъде представена приетата от ИСС резолюция по Бъдещето на общата селскостопанска политика след 2013 г.позицията на организираното гражданско общество в България”.

На пресконференцията ще присъстват:

проф. д-р Лалко Дулевски – председател на ИСС и

г-н Васил Велев - зам.-председател на ИСС, председател на АИКБ.

Prof. Lalko Dulevski, President of the Economic and Social Council participated in the fourth meeting of the Europe 2020 Steering Committee of the European Economic and Social Committee /EESC/. EESC President Staffan Nilsson welcomed the forum and partake in its work.

The meeting was dedicated to the priorities of the forthcoming Polish Presidency of the European Union in implementation of the Europe 2020 Strategy. They were an interactive process between civil society, national governments and European institutions. An European Commission representative introduced the country specific recommendations issued by the EC.

Prof. Dulevski presented the Bulgarian experience within an interactive discussion with the representatives of National Economic and Social Councils: Exchange of national experiences of the Councils and civil society in this first year of the European Semester: What kind of lessons for the forthcoming years?

MISSION

“THE CIVIL PARLIAMENT” OF BULGARIA

is the “bridge” between citizens and the national government. Its mission is to support such “bridging” so as to facilitate the communication between the society and the national government. It is the new and modern institution of the civil dialogue.

The ESC's mission is to promote civil society organisations access to and involvement in the process of decision-making on strategic economic and social issues.

The main goal of ESC's operation is to enable different representatives of organised civil society to feel free to state their views whereas unanimity on matters of common interest is encouraged. The Council expresses and protects civil society interests by communicating agreed statements and proposals submitted by its members to the executive and legislative authorities.
