On its Plenary session held on 29 June 2010, the Economic and Social Council adopted an opinion on "Health Care Reform", which was developed on its own initiative. It combines the positions of the organized civil society to solve the key problems of Bulgaria’s health care system.

The opinion contains findings on the major trends in the field of health care and health insurance, as well as specific proposals of the ESC for policies and actions to be taken.

In its opinion the ESC urges for a political decision on the proposed model for health care reform and for financial sustainability of the health insurance system in the next decade, taking into account the economic, political and socio-psychological risks in the forthcoming reform.

“THE CIVIL PARLIAMENT” OF BULGARIA

The ESC's mission is to promote civil society organisations access to and involvement in the process of decision-making on strategic economic and social issues.

The main goal of ESC's operation is to enable different representatives of organised civil society to feel free to state their views whereas unanimity on matters of common interest is encouraged.
