On the held on March 29, 2010 Plenary Session the Economic and Social Council adopted a package of three opinions that bring together the positions of the organised civil society on the most current and key issues facing our country in short- and long- term. These are the challenges facing the Bulgarian economy, the labor market and the social security and protection. The three documents were presented to journalists at a press conference on March 30, 2010.

The collapse of the Bulgarian economy and the rising unemployment create a threat the economic crisis to cause also a social crisis, which could turn into a financial crisis in a reverse sequence as compared to the global crisis. This issue and the possibilities to cope with it are in the focus of the opinion of the Bulgarian Economic and Social Council on the Challenges Facing the Bulgarian Economy. This opinion was adopted at a plenary session held on 29th March and was presented at a press conference held on 30th March.

Maintaining and creating jobs as well as rising in incomes of the Bulgarian citizens are a function of a set of policies concerning the labour market, the demographic problems and the field of education. This position has been expressed by the Bulgarian Economic and Social Council in its own-initiative opinion on Current Problems and Policies on the Labour Market. This opinion was adopted at a plenary session held on 29th March 2010 and was presented at a press conference held on 30th March.

Optimization of the systems for social protection and social security, combating poverty, protection of children and the family and tackling the demographic problems of the country, these are the milestones of the new policies, which should be elaborated and implemented in the social sphere. The Bulgarian Economic and Social Council has summarized the relevant proposals in the opinion on Social Insurance and Social Protection as adopted at the plenary session held on 29th March. This opinion has been presented at a press conference held on 30th March.

Във вторник, 30 март 2010 г., от 11.00 ч. в заседателната зала на Икономическия и социален съвет /бул. Цариградско шосе” 111/ ще се състои пресконференция, на която ще бъдат представени приетите от ИСС три становища – по предизвикателствата пред българската икономика, по актуалните проблеми и политики на пазара на труда и по социалното осигуряване и социална закрила.

  7. Г-н Пламен Димитров, член на ИСС от група 2 – синдикални организации, председател на комисията по разработване на становището „Актуални проблеми и политики на пазара на труда”, вицепрезидент на КНСБ
  8. Проф. Нено Павлов, член на ИСС от група 3 – други организации, председател на комисията по разработване на становището „Социално осигуряване и социална закрила”.

By the adoption of the Second European Economic Recovery Plan and the development of the national anti-crisis programmes there should be provided both increase in direct expenditure for the labour market policies and increase in investment, for which there is evidence for impact on employment.

This is the position of the Bulgarian Economic and Social Council as expressed in the analysis on Anti-crisis Measures on Labour Market - EU Member States' Experience. The analysis was adopted at the plenary session held on 26th February and was presented at a press conference held on 1st March.

MISSION

“THE CIVIL PARLIAMENT” OF BULGARIA

is the “bridge” between citizens and the national government. Its mission is to support such “bridging” so as to facilitate the communication between the society and the national government. It is the new and modern institution of the civil dialogue.

The ESC's mission is to promote civil society organisations access to and involvement in the process of decision-making on strategic economic and social issues.

The main goal of ESC's operation is to enable different representatives of organised civil society to feel free to state their views whereas unanimity on matters of common interest is encouraged. The Council expresses and protects civil society interests by communicating agreed statements and proposals submitted by its members to the executive and legislative authorities.
