ESC: EARLY SCHOOL LEAVING IS A DIRECT LOSS OF PUBLIC AND HUMAN RESOURCES

At its planned session on 13 November 2017 the Economic and Social Council adopted a resolution on "Early School Leaving - Problems and Possible Solutions".

For ESC, the problem of early school leaving is of high social significance, and its implications affect almost all public systems - financial, social, domestic and security. ESC considers early school leaving as a direct loss of public resource. In a series of its already adopted acts, ESC stressed that people without education are highly threatened by the risk of poverty, of dropping out of the labour market, of "hereditary" poverty, unemployment, etc.

In its resolution, ESC proposes a number of measures and changes in different areas to significantly reduce the number of early school leavers, which in the past three years are about 21000 per year. In the field of education, ESC proposes to include additional indicators to identify children at risk of early school leaving, to pay special attention to the reach of children in the education system, especially in primary and primary education, equal access to early child care. ESC also pays special attention to special measures related to children whose parents have moved abroad to work. One of them is to introduce a system for tracking the movement of these children between Bulgaria and other countries.

In the document, ESC restates its proposal to introduce a single educational number to record individual information about each student, such as the school in which he/she is studying, his/her academic results, the level of education completed, etc.

Working with parents, the role of communal cultural centres, the fight against early marriages, intensive individual support for children with specific learning needs - are among the other highlights in the resolution.

Last but not least, ESC reaffirms its position on reconsideration and change of the delegated budget model and the "money follow the student" mechanism, underlining that the funding standard should follow the framework and philosophy of the Preschool and School Education Act by guaranteeing funds for the common and additional support to all groups of children.
