The opinion of the Economic and Social Council (ESC) on the corporate social responsibility is a document which will be a basis for the elaboration of the new National Strategy for Corporate Social Responsibility. This was announced by Minister Ivaylo Kalfin at the discussion in the Ministry of Labour and Social Policy. He stressed the importance of the corporate social responsibility for the social development and the willingness of the Ministry to support best practices.

The discussion on “Corporate Social Responsibility - achievements and challenges” was organized by the ESC in partnership with the Ministry of Labour and Social Policy. The purpose of the debate was to support the process of developing a new and modern national strategy for corporate social responsibility. The discussion was attended by the Deputy Minister Zornitsa Rusinova, the ESC President Prof. Lalko Dulevski, the rapporteurs of the opinion Milena Angelova and Veselin Mitov – ESC members, representatives of the academics, organizations and institutions related to the this matter. The rapporteur of the ESC opinion Milena Angelova stressed on the need of promoting corporate social responsibility in small and medium-sized enterprises. Education should also be actively involved in forming a culture of corporate social responsibility among young people and the young business leaders, she said. Also, Mrs. Angelova stressed that corporate social responsibility should not be used for “washing the image” of enterprises, but on the other hand the business, sharing this cause, should receive support and recognition.

ESC members and many other external experts posed questions and recommendations to the Ministry of Labour and Social Policy about the scope of the term “corporate social responsibility”, the fact that Bulgaria has traditions in this field which need to be studied, developed and upgraded.

Specialists on the subject assessed the ESC act on corporate social responsibility as a document which upgrades numerous national and European documents on the same subject and in this relation it is very valuable for further steps towards developing a new strategy. Academics representatives argued that Bulgaria should establish a national standard for corporate social responsibility.

The Ministry expressed its willingness to work together with the ESC. It intends to relaunch the Advisory Council on Corporate Social Responsibility, which stopped its activity when the previous strategy ended.

The ESC President Prof. Lalko Dulevski drew attention to the fact that during the Council’s 12 years of work there were three main priorities on which it worked successfully with the Ministry of Labour and Social Policy - demographic policy, labour market and social economy. With this discussion started the work on the fourth priority - corporate social responsibility. We hope that we will achieve the goals our society expects from us, Prof. Dulevski concluded.

The main goal of ESC's operation is to enable different representatives of organised civil society to feel free to state their views whereas unanimity on matters of common interest is encouraged. The Council expresses and protects civil society interests by communicating agreed statements and proposals submitted by its members to the executive and legislative authorities.
