ESC: SOCIETY AND POLITICIANS SHOULD REACH CONSENSUS ON HEALTH CARE REFORM
On its Plenary session held on 29 June 2010, the Economic and Social Council adopted an opinion on "Health Care Reform", which was developed on its own initiative. It combines the positions of the organized civil society to solve the key problems of
The opinion contains findings on the major trends in the field of health care and health insurance, as well as specific proposals of the ESC for policies and actions to be taken.
In its opinion the ESC urges for a political decision on the proposed model for health care reform and for financial sustainability of the health insurance system in the next decade, taking into account the economic, political and socio-psychological risks in the forthcoming reform.
ESC made several concrete proposals on changes in the health care system and in the health care insurance.
In the adopted document is expressed the view, that there will be always a danger for the National Health Insurance Fund’s financial sustainability, if there is no significant change in the legal management of the Fund in the course of the reform and if it does not convert into a public institution, managed under a tripartite principle from those who provide its funding.
Another Council’s proposal is the elaboration of National health care card, based on the average European needs by region, which constitutes the framework for determining the amount of public finances, allocated for health care.

With the adopted opinion the ESC also meets the desire for closer cooperation with the ESC in the process of preparing the Bulgarian position for the future “EU 2020” Strategy, expressed into a decision of the Council of the Ministers on 10.03.2010.
