PROF. DULEVSKI: NRP “BULGARIA 2020” SHOULD OFFER A VISION FOR YOUNG PEOPLE AND REVERSE THE NEGATIVE TRENDS IN THE DEVELOPMENT OF OUR COUNTRY

The President of the Economic and Social Council /ESC/ Prof. Lalko Dulevski took part in a discussion on “Vision, objectives and priorities: Bulgaria 2020”, which was held on 23th June at the Council of Ministers. The forum was organised by the Bulgarian government within the preparation process of the National Development Programme: “Bulgaria 2020” in compliance with the Concept for Development Programming of the Republic of Bulgaria. The meeting was opened by Mr. Tomislav Donchev, Minister of EU Funds Management.

Prof. Dulevski welcomed the launch of the consultation process on the preparation of the National Development Programme: “Bulgaria 2020” and noted that as early as February in its resolution on the Draft National Reform Programme (2011-2015) /NRP/ the ESC expressed a position on the need a national vision and priorities up to 2020 to be developed before our objectives within the Europe 2020 Strategy be defined. In September 2010 the council already presented its opinion on the “Strategic priorities for the Bulgarian economy within the Europe 2020 Strategy” and expressed a position on the proposed Europe 2020 Strategy objectives by the European Commission. The adopted ESC resolution on the “Demographic challenges to Bulgaria within the Europe 2020 Strategy” in April was in the same context.

Prof. Dulevski also noted that the activity and good practice of Bulgaria in the dialogue between the organised civil society and the government on the Europe 2020 Strategy, which he was invited to present to Europe 2020 Steering Committee of the European Economic and Social Committee, provoked great interest among the representatives of the National Economic and Social Councils.

In Prof. Dulevski’s opinion, the effect of the consultation process is that the government adopted main recommendations of the ESC to the Draft NRP (2011-2015) and included in the final document version the proposed by the council integral objective, namely “to reach GDP at purchasing power parity per capita of 60 percent of the European Union level until 2020”. Moreover, the government set in the Action Plan to the NRP (2011-2015) an update of the National Strategy for Demographic Development of the Republic of Bulgaria by 2020, which was also recommended by the council.

“The ESC is an institutional consultative body in the preparation of the National Development Programme pursuant to the Concept for Development Programming of the Republic of Bulgaria. The Council will actively be involved in the process until the final adoption of this extremely important document for our country”, stated Prof. Dulevki.

The ESC's mission is to promote civil society organisations access to and involvement in the process of decision-making on strategic economic and social issues.

The main goal of ESC's operation is to enable different representatives of organised civil society to feel free to state their views whereas unanimity on matters of common interest is encouraged. The Council expresses and protects civil society interests by communicating agreed statements and proposals submitted by its members to the executive and legislative authorities.
