THE ROLE OF THE NATIONAL ECONOMIC AND SOCIAL COUNCILS IN IMPLEMENTATION OF THE EUROPE 2020 STRATEGY: THE BULGARIAN EXPERIENCE

Prof. Lalko Dulevski, President of the Economic and Social Council participated in the fourth meeting of the Europe 2020 Steering Committee of the European Economtic and Social Committee /EESC/. EESC President Staffan Nilsson welcomed the forum and partake in its work.

The meeting was dedicated to the priorities of the forthcoming Polish Presidency of the European Union in implementation of the Europe 2020 Strategy. They were an interactive process between civil society, national governments and European institutions. An European Commission representative introduced the country specific recommendations issued by the EC.Prof. Dulevski presented the Bulgarian experience within an interactive discussion with the representatives of National Economic and Social Councils: Exchange of national experiences of the Councils and civil society in this first year of the European Semester: What kind of lessons for the forthcoming years?

His speech emphasized on the constructive role and contribution of the Bulgarian council in drawing up the National Reform Programme in the implementation of the Europe 2020 Strategy. During the past year the ESC expressed its position on key country policies and reforms as economic development, demographic challenges facing Bulgaria and others.

In the carried out discussion, the EESC and representatives of the National Councils were interested in the achievements and appreciated the work done by Bulgaria in the dialogue between the ESC and high state institutions as well as in the achieved concrete results of the consultations between them.

The role of the National Economic and Social Councils in implementation of the Europe 2020 Strategy: the Bulgarian experience

The Europe 2020 strategy and the unprecedented challenges which the crisis present give rise to the need for in-depth cooperation by civil society at large. The EESC has set up a "Europe 2020 Steering Committee" which involves closely national Economic and Social Councils in the evaluation of the reforms to be carried out in the context of the Europe 2020 strategy.

The Steering Committee focuses on the exchange of good practices, benchmarking and networking in the different thematic areas. Civil society representatives will also work on actions that various stakeholders could take in drawing up and supporting implementation of the reforms in Member States including global challenges, governance and communication aspects.

MISSION

“THE CIVIL PARLIAMENT” OF BULGARIA

is the “bridge” between citizens and the national government. Its mission is to support such “bridging” so as to facilitate the communication between the society and the national government. It is the new and modern institution of the civil dialogue.

The ESC's mission is to promote civil society organisations access to and involvement in the process of decision-making on strategic economic and social issues.

The main goal of ESC's operation is to enable different representatives of organised civil society to feel free to state their views whereas unanimity on matters of common interest is encouraged. The Council expresses and protects civil society interests by communicating agreed statements and proposals submitted by its members to the executive and legislative authorities.
