NGO REPRESENTATIVES FROM ALBANIA VISITED THE CIVIL PARLIAMENT OF BULGARIA

On 26th January 2011 more than ten experts, representatives of NGOs from Albania, visited Economic and Social Council and met the President of the Council Prof. Lalko Dulevski. In response to the guests’ interest he presented the working principles of the European Economic and Social Committee / EESC / and the Bulgarian ESC.

Prof. Dulevski noted that Bulgaria is the first of the new EU Member States that laid down the foundations of a civic dialogue on a European model and established an independent civil Parliament - ESC on the model of the EESC.

In the European Union, the Economic and Social Councils are the bridge between the civil society and the institutions, involved in decision-making process.

The ESC President gave answers to many questions, asked by the experts, regarding the decision-making mechanism in the Council as well as the main areas of the Council’s activities and its opinions.

The guests expressed their gratitude for the opportunity to become acquainted with the civil dialogue model in Bulgaria that will help them organize relevant structures in Albania.


MISSION

“THE CIVIL PARLIAMENT” OF BULGARIA

is the “bridge” between citizens and the national government. Its mission is to support such “bridging” so as to facilitate the communication between the society and the national government. It is the new and modern institution of the civil dialogue.

The ESC's mission is to promote civil society organisations access to and involvement in the process of decision-making on strategic economic and social issues.

The main goal of ESC's operation is to enable different representatives of organised civil society to feel free to state their views whereas unanimity on matters of common interest is encouraged. The Council expresses and protects civil society interests by communicating agreed statements and proposals submitted by its members to the executive and legislative authorities.
